Development of Web Functionality for Solar Project Financial Simulator

Overview of Services Requested

The Midwest Renewable Energy Association (MREA) is accepting proposals from qualified firms or independent technicians interested in working with staff from MREA and Sustainable Capital Advisors (SCA) to develop a web interface for an .xlsx spreadsheet that models the financial performance of investments in solar photovoltaic (PV) projects.

The spreadsheet, currently under development by SCA, allows for the following functions:

  • Simulations for 4 different PV investment types including direct purchase, power purchase agreement, pre-paid power purchase agreement, and operating lease
  • Standard set variables with ability to change fields, including but not limited to estimated energy production, cost of energy, cost of installation, utility rate, assumed rate escalator, incentives, etc.
  • Tabular and graphical outputs including but not limited to return on investment, internal rate of return, net present value, and cash flow nature

To make this tool accessible through a common web browser, we are seeking the development of a web interface with the following functionality:

  • Simulator for each of the 4 investment types with introductory page for each
  • Organized and logical display of input fields for each simulator with standard setting for each variable and corresponding outputs
  • Graphical and tabular outputs available for download, including input variables
  • Professional design and feel for input and output frames (see design elements at www.solarendowment.org).
  • Optional:  User log in and ability to save and share simulations

The contractor will work closely with SCA staff to ensure the spreadsheet is built to maximize web integration and that the web interface is fully and accurately performing the model simulations. The contractor will work closely with MREA staff to ensure suitability of design, usability, content, web integration, and continued maintenance.

The MREA currently has two web domain names suitable for development of the interface and will work with the chosen contractor to determine the best development option. 

  1. SolarEndowment.org:  Uses WordPress and currently hosts all related project resources
  2. PVProjectBuilder.org:  Owned with no development to date

It is the intention of the MREA to maintain full license and control over the web interface and domain upon completion of contracted work. Proposals should consider pricing for continued web update and maintenance as appropriate.

Time Line

  • Proposals due: December 30, 2016
  • Contractor selection:  Jan 10, 2016
  • In-Person stakeholder meeting:  TBD in mid to late January
  • Work to be completed by March 30, 2016.

Parties Involved

Midwest Renewable Energy Association (MREA) is directing this procurement of services and will be the owner and operator of the finished model and web interface. MREA is a 501c3 non-profit organization incorporated in Wisconsin in 1990. Our mission is to promote renewable energy, energy efficiency, and sustainable living through education and demonstration. We have 17 staff with a main office in Custer, Wisconsin. We also maintain two satellite offices in Milwaukee, WI and St. Paul, MN.

Sustainable Capital Advisors (SCA) is a paid contractor to the MREA developing the financial modeling tool for utilization in the web interface. SCA is a strategy consulting and financial advisory firm serving the sustainable infrastructure industry and based in Washington, D.C.
